Guide Lines

All participating teams must report on the 6th February 2010 fore noon. Arrangements for lodging & boarding will be provided, by the organizers, from 6th February 2010 onwards. All the participating teams are requested to come at least a day before the carnival starts so as to get acclimatized to the cold weather and be acquainted with the arrangements. The mess will start functioning only from the lunch onwards of 6th February 2010. Lodging will be provided till 12 noon of 12th February 2010. No meals other than breakfast will be served on 12th February 2010.

All travelling expenses have to be borne by the participants. However, if required, organizers may help in arranging conveyance from Delhi to Manali and back if a request for the same is made in advance.

There are regular buses plying from New Delhi to Manali that are run by the Himachal Pradesh Transport Corporation and the Himachal Tourism. The buses of Himachal Road Transport start from inter state bus terminus and the buses of Himachal Tourism start from Himachal Tourism office at Janpath, Connaught Place, New Delhi. The bus journey takes approx. 15 hours. Manali is approx. 570 km. from Delhi. Teams can also get buses from Chandigarh and Pathankot. Private Luxury Coaches are also available. Flights to Kullu are also operated by several private companies from Delhi airport on regular basis.
- All teams should bring only genuine participants. Non-participants will be charged
- All teams must be accompanied by an incharge who will be responsible for the conduct of the team.
- Female participants will be provided separate rooms in the same hotel allotted to their teams.

Teams must maintain strict discipline. No alcoholic drinks will be allowed to be consumed during the Carnival. Teams found misbehaving are liable to be expelled and sent back.

Heavy woolen clothing must be brought. Each participant must have his own bedding which should necessarily include a heavy woolen blanket. The night temperature in Manali, during this period, dips to as low as -4 degree c.

The organisers can in no way be held responsible for any mishap or accident that occurs before/during or after the carnival.

The organisers have requisitioned the services of a competent doctor who will provide all the medicines of everyday use. However any special medicine required by the individual participant must be brought by the concerned participant and should be taken on doctor’s advice only.

All participants must report at the back stage at least an hour before their scheduled programme is to start.

All musical instruments, dresses, props etc. required by the participants have to be arranged/brought by the teams themselves The items so brought must be looked after by the teams and the organisers will in no way be responsible for the loss or theft of these items. One stage would be ear marked for the participating teams for performance of guest items on the Mall Road. The three best guest items shall be awarded.

Each participating team will be limited to a maximum of 22 members including accompanists and team leaders.
- The decision of the judges will be final and binding on all participants.
- EACH PARTICIPANT MUST CARRY ALONG WITH HIM TWO PASSPORT SIZE PHOTOGRAPHS FOR THE ISSUE OF IDENTITY CARD, NO PARTICIPANT WITHOUT IDENTITY CARD WILL BE ALLOWED TO PARTICIPATE.
- VULGARITY OF ANY KIND IN THE EVENTS SHALL NOT BE TOLERATED.
- All participants must bring the following :-
a) HEAVY WOOLEN BLANKETS
b) PAD LOCK
c) PAIR OF GLOVES
d) WOOLEN SOCKS
e) TORCHf) MONKEY CAP
g) SWEATER {2 NOS.}
h) COLD CREAM
i) GOGGLES
j) HUNTER/SPORTS SHOES/GUMBOOTS ETC.
Rs.300/- per head per day.
(20 Participants; One Male and One Female Group Incharge.)
TIMINGS :
All events will take place between 10:00 a.m. to 5:00 p.m. on all days of the Festival. After 5:00 p.m. onwards the mega final rounds of "VOICE OF HIMALAYAS", 2nd All Himachal Singing Competition will be conducted and other cultural programmes shall be arranged by the winter carnival committee for the wholesome entertainment of the tourists as well as the locals. In addition to the events on the stage various other activities too have been planned. The whole of Manali, during the days of festival, will put on a joyous appearance. The area along the Mall from the main square to hotel Ibex, will be steeped in Carnival atmosphere. A number of musical bands and artists, stationed along the route, will keep up with their performances for the merriment of gathered public. A number of food stalls, exhibiting the rich cuisine of the state too will be on display. This will provide an opportunity to the visitors to taste the culinary specialties of Himachal. Food connoisseurs present on the occasion will rank the dishes prepared by the Chefs according to their gastronomical skills. Some other thrilling activities like Bungee Jumping will also be organized, close to Chandertal Restaurant, to inject an element of excitement to the overall atmosphere.
The thrilling items like Tambola, Adventure Sports would also be organised on the Mall Road Manali.
